KLIC's purpose is to promote (Educate), protect (Advocate), support (Collaborate) chest/breastfeeding as the cultural and social norm in the State of Kentucky. Through this commitment, human milk will be the norm in infant feeding, resulting in a healthier KY. Families in Kentucky will have access to professional lactation care to form a foundation for a lifetime of optimal health and wellness.

We are a proud Chapter of the United States Lactation Consultant Association (USLCA) and the official State Coalition for the United States Breastfeeding Committee (USBC). But more importantly, we are an inclusive, welcoming community. Membership is open to all who support & promote breastfeeding or aspire to learn more & connect with colleagues, including lactation care providers, students and advocates. We welcome all care providers who specialize in lactation regardless of their professional designation (the IBCLC designation is not a requirement)

Jamie Baker, President

Jamie is an Instructor in Food and Nutrition at the University of Southern Indiana (USI), where she shares her expertise in food service management and food safety. She is both a Registered Dietitian (RD) and an International Board Certified Lactation Consultant (IBCLC). Before moving into teaching, Jamie spent years working in maternal and child health nutrition right here in Kentucky. Her heart is truly in breastfeeding research and making sure families get the best, evidence-based care possible.

Liz Miller, Treasurer

Liz is a mom to two amazing kids who keep her on her toes! She breastfed both of her children and loved the experience so much that she became a passionate breastfeeding advocate. She even spent time volunteering as a moderator for an online breastfeeding support group, where she loved encouraging parents through their feeding journeys. By day, Liz is a small business owner and bookkeeper who loves all things numbers. She is thrilled to be part of KLIC and to help make a real difference for breastfeeding families in Kentucky.

Liz brings both heartfelt personal experience and strong professional skills to her work. Her passion for supporting parents and her commitment to strengthening breastfeeding communities make her a valuable and inspiring part of KLIC.

Emily Kaiser, Secretary

Emily is an IBCLC who believes that support should always be compassionate and completely judgment-free. She is a proud member of several professional organizations, including USLCA, KLIC, and IABLE. Emily has gone the extra mile to complete advanced certifications in Tethered Oral Tissues (TOTS), Reflex-Based Oral Function, and Guiding Bottle Breakthroughs. For Emily, this work is about so much more than clinical care—it is about creating a safe, inclusive space where families of all backgrounds and beliefs know they are never alone on this journey.

Emily’s genuine compassion and dedication to inclusive, family-centered care shine through in everything she does. Her commitment to learning and supporting families without judgment makes a meaningful and lasting impact.

Rebekah Scroggy, Education Director and Program Manager

Rebekah is a Registered Nurse and an IBCLC with a huge heart for helping families reach their infant feeding goals. If you are looking for her, you can usually find Rebekah sipping an iced coffee while dreaming up fresh, helpful educational content designed to make your lactation journey a little bit easier and a lot more successful.

Rebekah’s compassion, creativity, and enthusiasm make her an inspiring supporter for families navigating their lactation journey, turning education into encouragement every step of the way.

Shannon Perez, Website Support

Shannon brings a wealth of real-world experience to KLIC. She served as a WIC peer counselor for a decade and worked as a lactation consultant at the University of Louisville Hospital for seven years. Most recently, she helped launch a brand-new lactation program at Family Health Centers Louisville. Shannon has worn many hats at KLIC over the years, including President and Secretary. She is bilingual (Spanish and English), plays several musical instruments, and considers raising her four teenagers to be her most important (and wildest!) job of all.

Shannon’s years of hands-on lactation support, program leadership, and bilingual advocacy make her a powerful force for improving care and supporting families across Kentucky.
